Germany on Libya Sanctions Regime - Media Stakeout (30 August 2019)

Speaking in his national capacity as a member of the Security Council’s Libya Sanctions Committee, German Ambassador Jürgen Schulz today (30 Aug) told reporters that his country is “very concerned about violations of the arms embargo” in Libya, and urged all Member States of the UN to “fully and efficiently implement the arms embargo and immediately halt any arms deliveries.”
The Committee held a meeting this morning in New York, the first meeting of this kind since 2014.
The Committee supported by a panel of experts met with 22 countries, neighbours of Libya and countries of the region that are involved in the implementation of the Libya sanctions, aiming to strengthen the dialogue among them. The sanctions cover areas including an arms embargo, a travel ban, and assets freezes in connection with attempts to illicitly export petroleum.
The discussion focused on identifying information gaps and report capacity building requirements in the context of the implementation of the sanction measures, with particular attention devoted to the issue of the arms embargo.
Countries that attended the meeting are Libya, Algeria, Bahrain, Chad, Cyprus, Egypt, Greece, Italy, Jordan, Lebanon, Mali, Malta, Morocco, Niger, Oman, Qatar, Saudi Arabia, Sudan, Syria, Tunisia, Turkey and the United Arab Emirates.
According to UN Office for the Coordination of Humanitarian Affairs (OCHA), at least 90 civilians were killed and more than 200 injured as a result of the violent clashes which escalated early this month in Murzuq, south Libya, including the air strike that targeted the area on 4 August.
Over 16,700 individuals and 620 migrants have been displaced to adjacent municipalities. Around 600 individuals are currently hosted in seven collective shelters run by local authorities. Around 1,300 individuals have been displaced from Murzuq to Jufra and Benghazi in the East of Libya. In coordination with the local Crisis Committees, humanitarian partners are delivering health, WASH, food and non-food items assistance based on assessed needs in the areas of displacement.
