Question about Speaking Slowly vs. Quickly -- American English Pronunciation

Should you speak quickly or slowly when speaking English? Isn't slower better, so you can be more understood? Not really -- the point is to speak with contrast of very fast words with words that are clear and fully pronounced. That's what we do in American English because English is a stress-timed language.
