As China continues to prioritize economic growth, local governments have so far had weak incentives to tackle climate change. Zhu Xufeng, Professor and Associate Dean at Tsinghua University, explains how a pilot scheme called LCPC is providing new incentivizes at local level for government officials to think more innovatively about environmental solutions. http://www.weforum.org/
