A new sustainable development agenda which will build on the Millennium Development Goals will be adopted in September 2015. According to Ms. Beate Andrees who heads a special unit to address forced labour in the International Labour Organization, populations at risks – those living in extreme poverty and the most excluded must be part of the new agenda. An estimated 21 million victims of forced labour are usually the poorest in society but Ms. Andrees also points to the not so obvious – that populations vulnerable to economic shocks and without social protection are also at risk.
