The United Nations Countering Terrorist Travel Programme is a new flagship initiative of the United Nations Office on Counter-Terrorism (UNOCT), which was launched on 7 May 2019 to assist Member States to meet the obligations of Security Council resolutions 2178 (2014) and 2396 (2017) by enhancing their detection capacity against foreign terrorist fighters (FTFs) and serious criminals through the collection, identification, and analysis of their travel information, including advance passenger information (API) and passenger name record (PNR), better use of international databases with known terrorist and criminals and finally via enhanced information exchange.
The programme is implemented in partnership with the Counter-Terrorism Committee Executive Directorate (CTED), the International Civil Aviation Organisation (ICAO), the Office of Information Communication Technology (OICT) and the United Nations Office on Drugs and Crime (UNODC).
