The Greater Detroit Area Health Council (GDAHC), an Aligning Forces for Quality alliance, developed a pilot which used practice management techniques to reduce patients' use of the emergency department (ED) for primary care-treatable conditions.

From September to December 2009, intervention sites had a rate of 49.2 ED visits per 1,000 patients. Following the implementation of the practice management techniques, from September to December 2010 the intervention sites had a rate of 7.3 visits per 1,000 patients, a substantive reversal of a three-year trend.
