UN High Commissioner for Human Rights Zeid Ra’ad Al Hussein suggested that the President of the Philippines, Rodrigo Duterte, should undergo psychiatric evaluation following his use of foul language against independent UN human rights experts, known as special rapporteurs. The comments, he said, were “absolutely disgraceful” and “unacceptable.”
